عن الوظيفة

I. BASIC FUNCTION Oversee and manage the commissioning, operation, and maintenance of the gas distribution network to ensure the safe, reliable, compliant, and uninterrupted supply of gas.

The role directs and controls the Gas O&M Contractor and associated service providers, monitors network integrity and performance, enforces gas safety and regulatory compliance, and leads first-line emergency response to safeguard people, assets, and continuity of supply. IV.

PRINCIPAL DUTIES The principal duty is to manage and oversee the commissioning, operation, and maintenance of the gas distribution network ensuring safe, reliable, and compliant continuity of supply through the Gas O&M Contractor.

This includes, but is not limited to, the following: • Direct and oversee the operation and maintenance of the natural gas distribution network — carbon steel pipelines, PRS/PRMS stations, metering skids, valves, fittings, and above-ground facilities — ensuring continuous, safe, and compliant supply through the Gas O&M Contractor.

Plan, schedule, and supervise preventive and corrective maintenance — valve operation, regulator inspection and adjustment, flange tightening, component replacement, and mechanical repairs — verifying quality, completeness, and adherence to procedure.

• Oversee and witness gas purging, venting, commissioning, decommissioning, and pressure-monitoring activities, confirming approved procedures, calibrated instruments, and controlled execution are in place before and during work.

• Lead the field response to gas leaks, abnormal pressure conditions, and equipment failures — directing isolation of affected sections, controlling the exclusion zone, and authorizing safe reinstatement.

• Ensure all activities comply with approved procedures and applicable standards (IGEM, ASME, NFPA, Saudi Aramco, and local/regulatory requirements), and hold the contractor accountable for the same.

• Direct and verify troubleshooting of PRS components, regulators, valves, and metering skids through inspections, pressure checks, adjustments, and repairs, confirming root cause is addressed rather than symptoms.

• Oversee routine network patrolling, visual inspection, and leak-detection programs, reviewing findings for leaks, corrosion, damage, or abnormal conditions and initiating corrective action. • Plan and supervise pipeline tie-ins, shutdowns, live-gas works, and new connections, ensuring work proceeds only under approved PTW and verified safety controls.

• Coordinate with the control room/SCADA and HSE during operational, emergency, and reinstatement activities, serving as the field technical authority and decision point. • Enforce HSE requirements, permit-to-work, JSA, and risk assessments across all contractor and serviceprovider activities within the network.

• Verify that field instruments, safety devices, and emergency equipment are functional, calibrated, and available for use. • Lead and participate in safety drills, audits, and incident investigations, ensuring corrective actions are tracked to closure.

• Supervise contractors and service providers during all gas-related work and coordinate with stakeholders, HSE teams, control room/SCADA, and customers. • Maintain Company oversight records, review and validate contractor O&M logs and checklists, and control technical and handover documentation.

• Lead and oversee network commissioning activities, reviewing and approving contractor commissioning procedures, method statements, and test packs, and witnessing strength/tightness testing, functional testing of PRS, MOV, ESD, and metering skids, and SCADA cause-and-effect verification prior to gas introduction.

• Direct and authorize gas introduction (gas-in) activities, verifying that nitrogen purging, air displacement, and oxygen/gas-concentration limits are achieved and documented, exclusion zones and gas monitoring are in place, and staged pressurization to MOP is executed under controlled, procedure-based conditions.

• Confirm pre-gas-in readiness, verifying that all prerequisites — mechanical completion, punch-list clearance, cathodic protection, hazardous-area verification, and active emergency response arrangements — are satisfied before authorizing introduction of gas into any section.

• Review, verify, and validate the Gas O&M Contractor's KPI submissions and performance reports, confirming the accuracy of reported data against field records and actual performance, and reporting contractor performance against contractual targets to Company management.

• Review and verify completion of contractor works — maintenance, commissioning, and reinstatement — against scope, procedure, and acceptance criteria, and sign off work completion certificates and permits confirming the w ork is complete, tested, and safe for operation or handover. A.

EDUCATION: Diploma or Technical Certificate in Mechanical Engineering, Gas Engineering or related discipline B. EXPERIENCE: + 10 years experience in gas operations and maintenance on live natural gas distribution networks. C. LANGUAGE: Excellent command of oral and written English is required D.

Preferred Training and Certificates • Gas Safety / Authorized Gas Technician certification. • H2S Awareness • First Aid & Firefighting • Confined Space Entry E.

Critical Attributes and Competencies • Proven competency in the safe and efficient operation and maintenance of gas distribution networks, including PRS/PRMS, metering systems, valves, and carbon steel pipelines.

• Strong technical judgment in inspection, troubleshooting, and fault diagnosis, with the ability to evaluate contractor repairs and provide sound, practical recommendations. • Thorough command of gas safety standards, regulatory compliance, and HSE procedures, with the ability to enforce them across contractor and service-provider activities.

• Solid understanding of operational governance, permit-to-work and procedural adherence, and quality assurance in field execution. • Working knowledge of network performance monitoring, leak-detection methods and accuracy, integrity management, and documentation control.

• Capability to lead, direct, and hold accountable an O&M contractor, ensuring work is delivered to scope, standard, and schedule. • Sound decision-making and leadership under operational and emergency conditions, with clear judgment on isolation, escalation, and safe reinstatement.
